RIGHT TO INFORMATION MANUALS

INFORMATION ABOUT THE EMBASSY OF INDIA IN MANILA, REQUIRED UNDER SECTION 4(1)(B) OF THE RTI ACT, 2005

1.  4(1)(b)(i)  Particulars of organizations functions and duties of the Embassy of India, Manila

The Embassy is headed by Ambassador and has the following Sections: (i) Political, Cultural & Information Section (ii) Commercial, Indian Technical and Economic Cooperation & Administration & (iii) Consular Section.  Each Section is headed by a First/ Second Secretary rank officer.

The functions of the Embassy inter alia, include political and economic cooperation, trade and investment promotion, cultural interaction, press and media liaison, and scientific cooperation in bilateral and multilateral contexts.       
 
Embassy functions within the purview of business allocated to the Ministry of External Affairs under the Government of India’s Allocation of Business Rules and Transaction of Business Rules.

 2.   4(1)(b)(ii) Power and duties of officers and employees of Embassy of India, Manila

The Mission functions as a subordinate office of the Ministry of External Affairs of India.  The Head of Mission supervises the work of the personnel in the Mission.  The designated function of each officer and employee has been indicated in the list as at 4(1) (B) (ix). 

3.   4(1)(b)(iii)  Procedure followed in the decision making process including channel of supervision and authority.

Decisions are taken under the instructions and supervision of the Ambassador.

4.   4(1)(b)(iv)  Norms set by the Embassy of India, Manila for the discharge of its function.

The norms established for passport services have been outlined on the Embassy of India, Manila website. As far as other elements of the work of the Embassy of India, Manila are concerned, it is our endeavour that all files are disposed of within  seven days and replies to any letter or communication received is sent within a fortnight.

5.   4(1)(b)(v)  Rules, regulations, instructions, manuals and records, held by or under the control of the Embassy of India, Manila of used by its employee for discharging its functions.

IFS PLCA rules and annexures.

IFS PLCA (Pay, Leave and Compensatory Allowances) is already available in electronic format but only for official use.  These Rules are applicable to the officers posted in Indian Missions and Posts abroad.

IFS RCSP (Recruitment, Cadre, Seniority and Promotion) rules

Delegated Financial Powers of the Government of India’s Representatives Abroad where the financial powers of the Missions/Posts abroad and is only for official use.

6.   4(1)(b)(vi)  Statement of categories of document that held by the Embassy of India, Manila or under its control.

7.   4(1)(b)(vii)  Arrangement for consultation with or representation by the member of the public in relation to formulation of policies or implementation thereof.

Embassy of India functions within the norms of India’s foreign policy formulated by the Ministry of External Affairs.  Policy is implemented by the Embassy under the guidance and supervision of the Ambassador.

8.   4(1)(b)(viii)   Statement of board, councils, committees and other bodies.

Embassy interacts regularly with representatives of think tanks, academic community and others as well as with the wider Indian community, including Persons of Indian Origin.

9.   4(1)(b)(ix) Directory of officers and employees of Embassy of India, Manila.

10.   4(1)(b)(x)  Monthly remuneration received by each officer & employee.

A statement of monthly remuneration is at Annex-II

11.  4(1)(b)(xi)  Budget allocated to each agency, indicating particulars of all plans, proposed expenditures and reports on disbursements made.

The Budget figures for the current financial year and the previous two years are given in the statement at Annex-III

12.  4(1)(b)(xii) Manner of execution of subsidy programmes, including the amount allocated and the details of beneficiaries.

Embassy of India does not have any subsidy programme except for administering, and under its instructions, Government of India’s assistance programmes, whenever agreed as part of its bilateral cooperation with the Government of the Philippines and the countries of concurrent accreditation, i.e. Palau, Federated States of Micronesia and the Marshall Islands.

13.  4(1)(b)(xiii) Particulars of recipients of concessions, permits or authorisations granted by Embassy of India, Manila.

No concessions/permits are granted by the Embassy of India, Manila. However a total of 55 slots under the Indian Technical and Economic Cooperation(ITEC) / Colombo Plans are offered for candidates in the year 2011-12 from the Philippines. Besides these, 5 slots for Marshall Islands, 2 slots for Palau and 3 slots for the Federated States of Micronesia are also offered under the Indian Technical and Economic Cooperation Programme.

Indian Foreign Service Institute (FSI) Programme:  It varies based on Ministry of External Affairs instructions. This year, for example, 6th ASEAN Diplomats Course was held by FSI and was attended by three nominees from the Philippines Government.

Under Cultural Exchange Agreement between India and the Philippines for the years 2011-13, visiting delegations / cultural troupes receive local hospitality whilst the sending side pays for the return airfare and honorarium (where applicable).

In addition, there is a grants-in-aid programme administered by this Mission in respect of the 3 Countries of Accreditation (Palau, Federated States of Micronesia and Marshall Islands). The ongoing programmes are as follows:

Republic of Palau: A Grant-in-Aid of US$100,000/- was given to Palau for the project for upgradation of information technology and computer upgradation in the diplomatic Missions of Republic of Palau in August, 2011.

The Federated States of Micronesia: A Grant-in-Aid of US$100,000/- was given to the Federated States of Micronesia for the project for upgrading and increased production of coconut crude oil in the Coconut Oil Mill Plant through purchase of equipment in April, 2011.

Republic of the Marshall Islands: A Grant-in-Aid of US$100,000/- was given to Marshall Islands for the project for solar powered street lights in Majuro in June, 2008.

14.  4(1)(b)(xiv) Information held by the Embassy of India, Manila in the electronic form

The Embassy’s website has the required information.  The Embassy also makes available to interested individuals various CDs, DVDs and publicity material containing information on India, its people and culture.

15.  4(1)(b)(xv) Particulars of facilities available to citizens for obtaining information.

The Embassy Website address www.embindia.org.ph has the requisite information. The library of the Embassy remains open during the working hours i.e. 0900 hrs to 1730 hrs.
